Currently, many cities are facing the serious problem of software and hardware separation as they only focus on some function in urban construction, which further results in such problems as excess capacity, failure of industrial structure to adapt to local economic development, etc. In view of this, Pan-China Group proposed the smart city concept as the organic combination of "town economy" and "city economy", which is detailed as follows: study and determine the development positioning of smart city by combining information flow, logistics, capital flow and people as well as regional economic development, industrial development, society, resources, ecology, etc.; determine the hardware infrastructure carrying urban functions and apply related technology to smart construction, in order to realize the endogenous growth of cities and innovation driving and promote regional development; adopt appropriate technical schemes to realize interconnection, maximize the efficiency of urban management and operation and achieve four integration effectively.

The Ministry of Housing and Urban-Rural Development and the Ministry of Science and Technology has approved Pan-China as the only pilot enterprise for total factor smart city nationwide. In the opinion of Pan-China Group, a smart city is to construct an industrial system by highly integrating the factor endowment, natural endowment, characteristic industries and informatization of a city and region, and takes new urbanization as the carrier to achieve smart development, smart construction and smart operation and management, fulfill the integration strategy of "industrialization, informatization, new urbanization and agricultural modernization" and promote city value.

Construct smart city development alliance by cooperating with smart industries, investment institutions, scientific research institutes, production enterprises and other relevant units; and carry out professional division of work, business cooperation and industry coordination to construct value ecosystem of full industry chain of smart city, by following the theoretical guidance of "innovation, green, coordination, development and sharing", and taking development & innovation model of smart city as a banner, smart city project as an entry point, smart city development alliance as a platform, industry as support, finance as wing and informatization as approach. As a product of the integration of "industrialization, informatization, new urbanization and agricultural modernization", smart city construction mainly studies three issues in development: smart development, that is, the development and positioning of smart city. Smart construction consists of seven levels: study the area from the perspective of top-level design and system planning; build smart eco-industry cities; construct characteristic industry parks; realize industrial import to form industrial clusters; play the driving role of leading enterprises; set up e-commerce platform through internet+; establish the experience economy and fan economy to truly achieve the development of industries towards clusters and then to bases, parks, communities and full urbanization. By getting through the seven levels above, urban development can achieve the organic combination of smart development, smart construction and smart operation and management. Smart management and operation studies the interconnection problem of smart city from six perspectives: first, the smart space of multi-planning integration and urban design based on GIS system; second, the interconnection of urban smart information islands; third, smart industries that combine characteristic industries and the concept of one product for one network; fourth, smart finance and financial innovation; fifth, smart city construction in the context of BIM system and urban regeneration; sixth, smart city operation and management that provides solutions to urban development based on big data analysis.

Paying much attention to smart city construction, the state has released three batches of smart city pilots totaling 299 since 2012, and eight ministries and commissions including National Development and Reform Commission jointly issued the Guiding Opinions on Promoting the Healthy Development of Smart City Construction. Twenty-five ministries and commissions provide joint support for smart city development including National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Land and Resources, Ministry of Housing and Urban-Rural Development, etc. At present, the smart city construction across the country is mainly supported by financial aids and has become the cost center of urban development, without any promoting effect on local industries. The smart city, with smart factors as means, is highly integrated with local characteristic industries and factor resources to construct industrial systems, realize industry-city integration and promote city value. In this way, it vigorously fulfills the development philosophy of “innovation, coordination, green, open, sharing” proposed at the Fifth Plenary Session of the 18th National Congress of the Communist Party of China and the development strategy of “industrialization, informatization, new urbanization and agricultural modernization” integration to promote the sustainable development of new urbanization.
