To fulfill the "Belt and Road" strategy of the state, positively respond to the going-out strategy of Chinese enterprises, and carry out top-level design for developing countries and output urban development solutions to industrial chain integration by learning from the development course of China's urbanization and reform and opening-up, Pan-China Group and China International Chamber of Commerce for the Private Sector co-founded the International Capacity Cooperation Research Institute (hereinafter referred to as the Institute).


The Institute is a national think tank committed to providing national top-level design for underdeveloped countries and developing countries and outputting urban development solutions to industrial chain integration. For specific business, it focuses on system consulting services and comprehensive investment to provide regional strategic planning, urban system planning, industrial system cultivation, financial solution, theme park development and infrastructure construction, etc. for developing countries. Through planning and guidance, financial innovation, system innovation, the Institute strives to combine resources, assets, funds and capital to enhance the hematopoietic function of the state and regions. Besides, it will establish the comparative advantages for developing countries to create difference and late-developing advantages and help developing countries establish healthy industrial systems and achieve sustainable development.


By taking the "One Belt and One Road" strategy as an opportunity, the innovation and development model of international capacity cooperation as a banner, creating investments for project incubator of industry-city integration as an entry point, international capacity cooperation and development alliance as a platform, resources construction and industry development as support, innovating the structural financial system as wing and informatization as approach, the Institute will carry out affiliate marketing, professional division of work, business cooperation and industrial interaction to reconstruct the value chain and ecosystem for international capacity cooperation.

Team construction

Build a three-layer team system to maximize the core functions of the Institute in think tank, financing and investment, construction, industrial cooperation, etc. The core layer consists of expert resources for planning, consulting, design, financing and investment operation, overseas research, etc.; the auxiliary layer consists of professional staff for survey, construction, procurement, supervision, decoration, completion and operation; the outermost layer is a cooperation alliance layer which is composed of investment institutions, construction units, production enterprises, industrial sectors, service organizations and other enterprises going out.
